Vietnam regulates app-based ride-hailing through the road-transport framework for contract passenger transport. Decree 158/2024/ND-CP (issued December 18, 2024, effective January 1, 2025) replaced Decree 10/2020/ND-CP and tightened operating conditions for commercial transport, including requirements tied to digital compliance such as journey monitoring, driver image-recording devices, and standardized e-invoicing.
