Every season, Tunisia needs about 180 million metric ton of cereals, and most of the required cereal and grain seeds are produced locally. Only 13% of the total seed production is certified seeds, with some progress being made in the past 10 years, due to government encouragements. For fodder and legume, the supply of seeds is essentially standard-variety and self-produced variety. The organizations involved in seed production are CCSPS, COSEM, and GIL, which deal with wheat, barley, triticale, vegetables, and potatoes. Currently, there are two new private companies who have started to invest in seed production in the country, namely, Baddar Agricole and MAG Seeds. These companies at present offer 3% of the total national need for vegetable seeds.

Market Dynamics:

Tunisia has only 10% of its total land under irrigation. Instability of climatic conditions, particularly fluctuation in rainfall, is among the chief factors seriously affecting the Tunisian seed market. Low adoption of improved varieties, lack of breeding objectives, low availability and high value of land, and lack of seed security stocks are also impeding the seed market in the country. In Tunisia, large areas are still sown with traditional varieties. Seed production and marketing are often affected by inadequate policies, poor management skills, and the lack of incentives, trained manpower, and facilities.

In Tunisia, the vegetable seed production segment is recent, as compared to the developed countries. Multinational companies are moving and transferring some of their activities in many developing countries, which can be realized in Tunisia either in plant breeding or in seed production. The vegetable seed segment is expected to witness a high CAGR during the forecast period. It offers great opportunity for private firms to explore the Tunisian vegetable seed market segment, as the governmental companies, SMSEM and SMSPS, are unable to face the demand for all the crops, due to financial and technical problems. However, due to the importance of variety protection in variety development and in order to motivate the private sector to invest in seed production, Tunisia developed laws favorable for private investors to become a member of the UPOV.

The market studied is segmented by type of product into grain and cereal, pulse, vegetable, and oilseed. These are further sub-segmented into wheat, barley, triticale, potato, tomato, broad bean, pepper, watermelon, sunflower, and rapeseed, along with their domestic production overview, trade analysis, and market sizes.

Trade Analysis:

The climatic conditions in Tunisia, characterized by limited precipitation, are generally unfavorable for rainfed crops. As a result, there is a limited seed trade of rainfed wheat, barley, legumes, and forage crops. Import of seeds for vegetable crops, including potato, tomato, carrot, watermelon, and hybrid seeds of corn, sugar beet, and sunflower, are common throughout the country. Most of the vegetable seeds imported by Tunisia come from Europe. Tunisia also imports seeds and planting materials from the United States and China as well. Hybrid varieties represent only 20% of the total imported quantity, but the cost represents 90% of the value of imported seeds, because the prices of hybrids are 10 to 40 times higher than that of non-hybrid varieties. The import values of seeds of potatoes, sunflower, and vegetables in 2016 were USD 15.8 million, USD 5.6 million, and USD 11.4 million, respectively.
