The Philippines produced 402,860.3 metric tons in 2025, despite a 2.5% decline in total national fisheries output. Aquaculture accounted for 2,179,071.8 metric tons, or 55.1%, of national fisheries production. Indonesia produced 792,863.9 metric tons through aquaculture in 2024, with significant activity in East Java, South Sulawesi, and North Kalimantan. Government plans to develop 40,000 fish farms strengthened milkfish’s role in Indonesia’s food security agenda.

Taiwan produced less than the two leading producers, with annual output of 51,000 metric tons in the source material, but it remained a benchmark for intensive culture and feed development. Southeast Asia also held varied export positions within the wider region. Vietnam’s frozen milkfish fillet exports increased by 188.2% in 2024, indicating its growing role in reprocessing and value-added trade. Indonesia recorded lower export volume during the same year, as buyers held inventory longer and reduced purchasing frequency. This situation created farmgate price pressure when harvests did not align with buyer restocking cycles.

North America and Europe accounted for smaller shares of the milkfish market but remained important destinations for processed exports. Filipino and Indonesian diaspora communities continued to provide a dependable customer base. Fisherfarms exported products to the United States, Canada, the United Kingdom, the Netherlands, and Italy, including fillets, sausages, nuggets, and patties. The Middle East was another important destination for frozen products, supported by halal demand and Southeast Asian migrant communities. South America had no established milkfish consumer base in the supplied material, while Sub-Saharan Africa remained a longer-term opportunity due to demand for affordable protein.

Competitive Landscape

The milkfish market has a fragmented structure, with no single company controlling pricing across the full value chain. Feed suppliers, hatcheries, grow-out farms, processors, and exporters compete across different segments of the chain. Many upstream farms operate as small businesses, while some processors and exporters run more integrated operations. Alsons Development sources 90% of its milkfish from small farmers and purchases PHP 1 billion, equivalent to USD 17.9 million, in supply each year. The company also controls more than half of Philippine milkfish exports globally.

Grobest illustrates the role of a specialized supplier in the milkfish industry. The company supplies Aqua Best Floating Bangus feed in the Philippines and operates across Taiwan, Indonesia, and other Asian markets. It captures value through feed and technical support rather than fish ownership. Fisherfarms and Alsons Aquaculture maintain more direct links across grow-out operations, processing, branded products, and exports. Feed remains a critical cost factor, with research from the Davao Research Journal reporting that it can account for 76% of operating costs in milkfish aquaculture.

Strategic initiatives increasingly focus on food safety, traceability, production capacity, and farm health support. Fisherfarms has developed convenience foods and secured certifications for Singapore, China, and Australia to reach markets beyond traditional diaspora demand. The Philippine Department of Agriculture is funding three mega hatcheries intended to support a more reliable fry supply by 2027. Grobest is expected to obtain Aquaculture Stewardship Council certification for its Vietnam shrimp feed operations in June 2025, setting a regional example for documented feed practices.

  • June 2026: The Philippine Department of Agriculture announced a PHP 600 million (USD 10.5 million) investment to develop three mega hatcheries, with one facility each in Luzon, Visayas, and Mindanao.
